2014/54      CLERK’S REPORT

The Clerk reported that Welsh Water is holding a consultation event in Hereford on 15 July 2013.  An email has been sent to the member of the public who asked about the extent of consultation on the development of affordable housing at Canon Pyon.  The noticeboard outside the shop at Canon Pyon is in the process of being moved to allow it to be viewed more easily by members of the public.

2014/55      VIEWS OF LOCAL RESIDENTS

There were no members of the public present at the meeting.

2014/56      NEIGHBOURHOOD PLAN

Mr Ted Bannister said the consultation on the proposed neighbourhood development plan area had a few more weeks to go and there had been no feedback from members of the public to date.  When asked about the proposed draft development strategy, Mr Bannister said it was a good idea to build on the development issues highlighted in the parish plan, but the draft development strategy could not be considered material in planning matters until it had been reviewed by a planning inspector and subjected to a local referendum.

Mr Bannister outlined the steps involved in the neighbourhood plan process and recommended the Pyons Group neighbourhood plan is completed at the same time or after the Core Strategy which is expected to be adopted by Herefordshire Council during spring 2014.

The parish council agreed that the next step is to review the analysis of the parish plan questionnaire and present the development issues to a parish meeting.  The parish meeting will be an opportunity to ask for volunteers to join a neighbourhood plan steering group as well.  Mr Bannister said he could attend the parish meeting, and it was agreed to set a date for the parish meeting once the parish plan questionnaire had been reviewed.

Mr Bannister said he would provide the Clerk with terms of reference for the neighbourhood plan steering group, terms of reference and project planning.

The Chairman thanked Mr Bannister for his time and information.

[Mr Bannister left the meeting.]

2014/57      REPORT OF THE DISTRICT COUNCILLOR

District Cllr. Blackshaw said the latest report on local policing highlighted a domestic incident of common assault within the parish.

Cllr. Blackshaw provided an overview of a recent meeting with planning services to review the wording used in the document which refused planning permission for the proposed development of the land adjacent to 4 Valentine Court.  There are no plans to update the document issued by planning services.

There is going to be a consultation on the services provided by Herefordshire Council.  There will be scope for innovative thinking such as the proposal for the museum to become a charitable trust.

A recent meeting with Young Professionals in Herefordshire highlighted the passion, energy and enthusiasm of the business community in the county.

[District Cllr. Blackshaw left the meeting.]

2014/60      HIGHWAY MATTERS

The meeting noted the cutting of the verge of the A4110 at the end of June 2013 had knocked over a roadside reflective mirror and 40mph sign.  The parish council asked the Clerk to bring this to the attention of Amey.

Amey has carried out some minor drainage and investigation work to tackle the flooding on the U93400 at Kinford.  The jetter will visit the site to jet and trace the systems within this section of road, and this will be programmed in when the machine is available.  The erosion of the verge at Upper Derndale is being monitored by the programme team.
